NAO: Oil and Gas Holding Company Didn’t Pay 56.4 billion BD Due State Returns

Bahrain Mirror: The National Audit Office report for the years 2016-2017 revealed that the Oil and Gas Holding Company did not pay 56.4 billion BD of due state returns in 2016.
The report said that the company used these returns to pay for its commitments for settling a number of oil contracts instead of adding them to the public account, which violates the General State budget Act.
It also noted that there is a decrease in the spending of some ministries and government agencies in their project budget for 2016, which reflects failure in setting calculated plans and dates for their projects and inefficiency in implementing their projects on time.
The report reviewed models of some of these ministries whose percentage of completed projects was low, namely the Supreme Judicial Council that only concluded 20% of its projects, the Civil Service Bureau that only completed 25%, the Ministry of Justice with just 26% and the Survey and Land Registration Bureau that completed 43% of its projects.
